Garmisch Partenkirchen is the best beginner resort in Germany because it combines gentle, well serviced learning slopes at the foot of the Garmisch Classic area with the country's deepest ski school infrastructure and a proper town for everything after skiing. The transfer from Munich runs roughly 90 minutes, which keeps travel stress off the menu for a first trip.
It beats Winklmoos Steinplatte for the top spot because the town adds so much, good hotels at every price, pools, restaurants and rail access, and because progressing skiers can step up gradually without changing resort. Confident intermediates chasing mileage should look to Austria instead.
